NCAP (Nagios Collector And Proxy)

ncap will receive requests by check_ncap, via the nagios (monitoring)
host. Then these requests are proxied to actual nrpe daemons.

• bugfix, arguments now support up to 1000 characters

• nrpe handles arguments properly

• argument values get passed to nrpe
• RPM's should now install cleanly
